Abstract：
The primary objective of this article is to elucidate an institutional design that ensures equal representation in the parliament within the context of Myanmar‘s emerging federal democratic system. Myanmar has endured a protracted civil war since gaining its independence in 1948, with ethnic groups advocating for equality and self-determination. Amidst such attempts, the country witnessed its third military coup in 2021. The recent spring revolution in Myanmar underscores the urgent need for the country to identify a suitable and appropriate political solution that will ensure lasting peace and guarantee equality and self-determination. What kind of institutional design is required to guarantee ethnic equality in parliament? This chapter presents a critical examination of recent efforts to achieve federalism in the context of Myanmar‘s new spring revolution, which has given rise to new political dynamics, new stakeholders, and new actors. It assesses the challenges and opportunities in establishing equal representation in the parliament under a federal democratic system in Myanmar. By analysing these dynamics, the chapter contributes to the discovery of a new, tailored federal model and its potential to address the country‘s long-standing ethnic conflicts and build sustainable peace.
